On November 4, the cover news reporter learned that recently, the Ministry of civil affairs organized the drafting of compulsory national standards for the safety of basic services of elderly care institutions (Draft for comments), and solicited opinions and suggestions from the public. The standards regulated the services of elderly care institutions for the mentally retarded, requiring elderly care institutions to be equipped with anti loss measures in the living area of the mentally retarded elderly.
 
 
 
According to the Ministry of civil affairs, at present, there is a lack of a unified, standardized and effective national mandatory standard to deal with service safety and risk prevention in the management and service of elderly care institutions. This standard fills in the gap of national compulsory standards in basic service safety of pension institutions, and plays a key role in preventing the occurrence of service security risks, troubleshooting potential service security risks and rectifying service security risks.
 
 
 
The reporter learned that the standard stipulated the basic requirements, evaluation, service protection, management requirements, evaluation and education of basic service safety of pension institutions. In terms of assessment, the standard requires that the elderly should be assessed before entering the pension institution, and there should be no less than one week observation period after entering the pension institution, and help to be familiar with the institutional environment, and at least one staged assessment should be conducted every six months. In terms of assessment content, service safety risk assessment shall be carried out in combination with physical condition, psychological condition, mental condition and social interaction of the elderly, and service safety risk assessment shall include but not limited to: asphyxiation risk, pressure sore risk and injury risk (including self injury).
 
 
 
In terms of service protection, the standard has standardized the measures to prevent the loss of the elderly. It points out that the elderly who have the risk of loss should focus on observation, patrol and shift check. At the same time, there should be anti loss measures in the living area of the elderly with dementia, including password lock (which can be opened automatically after power failure), GPS portable positioning device, etc. in addition, the elderly who have the risk of loss should Go through formalities and be accompanied by relevant third party or staff when going out.
 
 
 
The implementation opinions of the Ministry of Civil Affairs on further expanding the supply of pension services and promoting the consumption of pension services issued in September this year pointed out that all parts of the country should focus on the rigid demand for long-term care services for the elderly and the disabled, focus on supporting the development of pension institutions that meet the demand for basic pension services, serve the elderly and the disabled, and continuously improve the elderly care institutions for the elderly.
